We can't get the combo valve to pinch off the blow-down hose.

You could have an air leak in deadman cartridge, twinline piston seal leak or compressor problem. Also, if the valve has been recently been serviced, check that the combo piston seal is installed in the right direction. If the air flow through the combo cylinder breather vent is continuous, the piston seal is either worn or not installed correctly.
